Though the university is a 'non-attendance-taking institution', instructors are permitted to have their own participation expectations and enforce consequences for lack of participation (i.e. administrative withdraw). Edit the sample text below the line, as needed, to fit your personal policies.

Students are expected to participate as the course is scheduled. If a student has an approved accommodation through the ARC, or an excused absence (e.g. traveling with their athletic team), the instructor may allow the student to videoconference in real time using Zoom, or may record the lecture. This is at the instructor's discretion and is only intended for individual, short-term absences.
If a student is excessively absent (more than two weeks) without prior approval, the instructor may submit a request to the Registrar’s Office to have the student administratively withdrawn from the course. The date of the instructor's request will be used to process a withdraw. Administrative withdraws are final. The student will not be eligible for re-enrollment in the same course section.
